From everything I've seen, one of the main goals of Flash Lite 3 was to enable flv streaming (along with other online content) on mobile devices. Flash Lite 2.1 was not able to play flv videos, and it was the only version available at the release of the iPhone. Granted Flash Lite 3 won't bring mobile devices up to the level of their Flash 9 desktop counterparts, but it is definitely a step in the right direction.
