If you downloaded the program to your PC then installed the program on your PC just run Activesync and it will install the program to your Mogul.
If you just have the cab file, transfer it to your Mogul, preferably to the storage card. Browse to said file with File Explorer and install that way.
Please search the forums or google it if you need more detailed instructions. People on here are always willing to help but if you don't use the search feature first...they tend to get cranky...
