You're looking for a "wireless bridge" not a wireless router. There are a bazillion of them, you need to find one that works in ad-hoc mode.
You might be able to get buy with ICS on a laptop, sharing the wireless ad-hoc connection to a wired connection to the ps3, but that that point you might as well get your buddy some broadband
