Windows XP ICS is a very limited sharing solution, last I checked you CAN NOT change it's default IP of 192.168.0.1

Best solution if the bridging doesnt work would be to get a proper ICS/proxy solution running. I personally use WinProxy ( commercial software ) but there should be some free ones around, AnalogX Proxy is a free one i think, but havn't used it.

With one of those programs running you can just tell it what NIC is your internet connection ( phone ) and which one is your internal network ( ethernet NIC ) and it'll share that connection without forcing the IP to change. Might have to set the ethernet IP manually at least but either way you can get around the 192.168.0.1 issue.
