Try going to "Settings" >> "Connections" >> "USB to PC" >> and uncheck the box for "Enable advanced network functionality". If that does not work then you will most probably have to uninstall ActiveSync on your PC and reinstall with the latest 4.5 version, available for free at the Microsoft web site.

Do not connect the Mogul to the PC, until the ActiveSync software is 1st installed on the PC. After the software is installed, connect the Mogul with the USB cable and do not try Bluetooth (if you were syncing with Bluetooth before), until successfully working with USB. The 1st connection with the USB cable should start the ActiveSync wizzard, which will take over and complete the partnership between the PC and Mogul.
