Found some details that explain the confusion and mixed results.
The original leaked version 3.16 for the Titan (as obtained from the first link at http://forum.ppcgeeks.com/showthread.php?t=16806) actually contains 2 separate .nbh files: 3.16.651.0.nbh and Special_4350_SPC.nbh).
The 3.16.651.0.nbh archive contains a complete update with radio called 785.nb which when flashed to the Vogue shows up as radio 3.27, but does not boot.
The Special_4350_SPC archive contains Radio.nb which when flashed to the Vogue shows No Radio, but does allow it to boot, and appears to work.
These radio files are different in length and vary substantially in content.
Furthermore, both these archives contain new SPLs, which also vary significantly.
So now that we know why some people can get the radio to work while others can't - we're using different radios, why are there two different versions included and which one does the mogul use?

Unfortunately the one that doesn't boot is the one that the titan uses. The special_4350 is an nbh that i don't think sprint ever meant to ship, it was also included in the new rom. It contains an MFG bootloader (normal ones say Shipped) and was most likely meant just for testing.
The SPL files are completely different and I have loaded it as a soft bootloader which only created a white screen. Do not flash it to a vogue!!!! Also, patching the SPL files isn't just a hex editor job. There are enough differences in the device that at this low of a level that the titan SPL just won't work (most obvious is the RAM). This isn't to say it's impossible to port, but it would require manually porting any GPS related instructions to free areas in assembly language.
