are u talking about the "recent apps" in the pull down screen? if so, I believe it's normal to be blank on a fresh reboot, since those are apps you have recently used, and on a fresh boot, there hasn't been any apps ran.

I'm about to flash & test v3.1 if it's good, I'll be uploading soon.
