Is the ESN on the device a Boost ESN or a Sprint ESN? (To not boost and Sprint are same company and use same ESN Table but the boost plan counts as an old Sprint plan so new devices can't be activated on Boost. As long as its a boost ESN, no it can't be activated.

Did you install 64bit drivers? And did you check device manager AFTER you plugged it in? also have you enabled usb debug mode?
