So I began looking into spl.nb file with a hex editor it seems spl.nb, might be the key to getting gps and rev a, on the vogue. If someone is more comfortable with a Hex editor have a look at it.

So let me understand what you did: You took a stock device and loaded the titan spl and radio on to it causing it to not boot. You then patched just the radio and it booted? How did you get the old spl back as that is the layer responsible for loading the updates and once it becomes corrupt, your device should have been bricked?
There have been several of us that have tried patching just the radio, and except jd and now you, have all had the same results.
