From what I've seen, your phone is in Global mode right now. If you switch it to GSM only you can disable the popup. In Global mode, it will prefer Verizon carriers. I am assuming you are not in the United States, so it defaults to the SIM card and uses that network instead.
Because of this, it is still giving the popup to activate the phone, because it still thinks it is a Verizon phone.
To set it to GSM only mode (saves some battery since it won't search for Verizon service) do the following:
Press the "Send" button on the phone. (Left key)
Press the right softkey and choose Options.
Tap the top banner until you are on "Network" and change it from "Global" to "GSM Only" The popup will not appear anymore.
When you flash a ROM to the phone, it changes preferences. One of them is the network preference. You need to re-set that setting in order for it to always work on GSM networks.
