The URL on my stock WM6.1 ROM is down: weather.not2advanced.com
You need a registry editor, goto Hkey_current_user\Software\HTC\Manila and look for Weather.ServerURLOverride.
I changed the URL and added my zip code at the end for the locCode.
http://htc.accuweather.com/widget/htc/forecast-data_v3.asp?ac=TR2cra9U&locCode=
