They can call it whatever they want, HSPA+ is 3.5g... realistically speaking the official definition of 4g is 100mbps which even LTE and wimax can't reach(wimax 2 and lte-advanced can)
But when I say 4g personally I mean generation tech, aka LTE and Wimax are newer standards from the ground up. HSPA+ is like a rough hack at higher speeds. Don't get me wrong its very good but again it is not as spectrum efficient as LTE and wimax. That means speeds will go down if too much users hop on. Also HSPA+ has higher latency in comparison.
See LTE and Wimax can easily school HSPA+, the problem is the carriers are too cheap to implement it efficiently hence why HSPA+ is doing so well.
Think HSPA+ as CDMA Rev B of GSM.
As for minutes, depending on how good your signal is you can always use VOIP lol (even though carriers usually dont like ppl using it)
