I have the exact same IP cam and found the only app that came close to being able to connect to the camera and control it to some degree was webcamXP Mobile HD. You can grab it here:

When configuring it, be sure to choose the "shenzen" camera brand and to check "enable authentication".
If I remember correctly, the pan/tilt controls worked to some degree but had some bugs when using with this app.
