Easiest way is to use your Google account and just sync with it.

So you have two choices - backup all your contacts in WinMo using PIMBackup or something similar, and sync WinMo with your Google Account. That should import all your contacts, then just sync Android with your Google account, and they'll both stay in sync that way.

The other method would be exporting all your contacts with Outlook if you sync with Outlook. Then import the contacts to GMail, and sync your phone with your Google Account. Pick your poison.
