Well, the thing with radio is that the spectrum is still being used on those frequencies. Unlike broadcast band TV signal, the frequency was moved entirely off to be sold off to other industries. the 86.6(i think) to 108mhz are still used, it's only run with digital carrier signal instead of the analog. They are essentially piggy backed both during the broadcasts. The frequency range won't go away. Sort of like how they include the RDS on standard analog radios equipped to handle and decode the extra signal.
