Here is a link that should explain it to you and who we have cellphone roaming agreements with:

Remember that Sprint is the only one that uses WiMax so to my knowledge you are only going to get 4G on Sprints towers/cities that have it.

Rooting has nothing to do with roaming by the way, it's not going to change who you have service with or anything, so if you have service with Sprint then you are only going to be able to get their towers and who they have a roaming agreement with.
