I know there are third party online solutions but I am seeking a point to point solution. IE I give you my cell phone number I start a program you send me a fax.

Back in the days before 1xrtt/2G and 3G, when phones were still on Circuit Switched Data (where you used voice minutes to dial into data), phones used to do this.
I remember back in '99/2000 the Samsung phones (and most other phones) I had at the time (SCH-200/SCH-8500/A400) had a FAX mode and one of the complaints when Sprint launched their Vision 2.5G network later on was that all these new cool colour future phones now took out that feature. To be fair it was more a novelty which no one really used that much because email (and scanning) was taking over.
CDMA phones don't have this feature anymore because they no longer use circuit switched data but packet data, but if you really want to see if it still works look for any old Sprint phone without 1x or 3G features from the era till around 2001, like the ones I mentioned above.
