You can do what you want if you have already connected your device to your wifi router at home before by simply turning on wifi on your device when you get home and if you have your voip app running in the background. Then when you get a voip call your phone will notify you and you can answer it or make calls all while wifi is still on but just at idle. The same goes for regular cellular calls.
