It sounds like you missed flashing the Gapps apk during installation,
gapps 5-21-2011 gapps 5-21-2011 with Voicemail.apk. If you go back to reflash these, just wipe the cache and the dalvik cache then flash whichever gapps apk you chose, reboot and you should be good to go. No need to reflash the full rom.
As far as the lock screen style, menu>settings>advanced settings>lockscreen>style options. You can change the style in there, it just defaults to the old version after a fresh install. Rotary Revamped is probably the one youre lookin for.
