Download the HTC Home customizer tool : http://www.pocketemu.com/hhc-info.html

Once its installed, run it, and follow the onscreen instructions until you get to a screen saying stuff like "Appearance, Themes, Weather options, etc"

Now select 'HTC Options', then select 'Today Locking'. Select 'Unlock' and then exit. It should say something like 'reloading Today Plugin... My take 1 minute' As soon as it appears again, you can move it up and down on the today settings menu.
