I've reflashed the phone about 5 times now with this same ROM, soft reset and hard reset more times than I can count, and it still does this. I've removed the microSD card like some posts have mentioned and that didn't work. Also, after some research, I found another post that mentioned the user just let the phone reboot about 20 times and the phone eventually booted up just fine. I tried that. I left my phone to reboot continuously for about 20 minutes, which equates to about 200 reboots. The phone is still stuck. I tried flashing the 3.16.651.0 ROM back but I get the same thing.
Anyone have any ideas? Is there a way to do a complete low-level flash of the bootloader and ROM and ext. ROM? I can't change the bootloader as it is right now because the Hard-SPL and the Relocker both require ActiveSync connections, which I obviously can't do. I'd like to get this thing completely back to stock. Are there any utilities out there that will allow me to force flash everything?

Having the same problem.
I've tried to load the ROM from the mem card using the method described above.... and it just takes me back to the three color screen each time. Never changes.
Thoughts?
