1. The drain is negligible - as in NIL. It's an LED, the drain is minimal.

2. Orange = full wake, green = sleep - until the devs fix all the blockers preventing the device from sleeping, this is how the notification LED will be handled. There's some other kernels floating around that change this paradigm, but nonetheless they all indicate sleep/wake state.

Honestly, I'd rather know my phone is sleeping correctly. With things like GPS preventing the phone from sleeping, it can really drain your battery quick if everything isn't shutdown properly.
