TEP goes with the line....not the phone. But you don't have to believe me...call Sprint, and they will tell you the same thing.

You are correct if a person has tep on his or her line tep transfers to whatever device is put on that line.
If the line didn't have tep and he or she does an esn change to a previous own device new or not you can't add tep.
Tep should only be added at the time of a upgrade or new line of service.
