Its always random...no 2 cpus(or anything for that matter) are exactly the same...so all cpus have manufacturing defects (we are talking at molecular level here)...the CPU just has to pass Q\A...a defect also can make it better or worse..

So to translate its like picking a random person with blind folds and guessing whether or not he can run 1 mile in 7min or not...
