It is probably a new phone that was never sold but taken out of the packaging for testing or for demonstration. Did it come with the 6.5 rom on it? If so maybe it had the 6.1 rom on it and someone had to put the battery in and power it up to flash the most updated rom on it which would be the 6.5 rom. That would explain it.
