OK, caching is simple... to improve performance, HTC uses Akamai servers all across the world. This means that you connect to a server closer to your physical location (in theory, there are other factors involved) than if you were to connect to HTC's actual servers.
This helps load-balance so all of your refreshing doesn't overload the HTC servers. Unfortunately, the more times you refresh, the longer it holds the current copy in the cache, because taking time to update the mirror would cause a delay in page load time or flat out down time.
You must also consider that there are thousands of Akamai mirrors in the world, so it takes a lot of time to copy a 30-40MB file plus page content, documentation files, etc etc to all those servers.
Bottom line, be patient and refresh no more than every 10-15 minutes.
