I hadn't tried to turn on my bluetooth in a while since I have never used it much and I just did and mine is doing the same thing. Crap! Well, if I find a fix then I'll post here.
Well, I fixed mine using SKTools I think I had disabled it a while ago so I just had to set all Bluetooth Services to Auto and not Manual. You may want to do what I tried first which was renaming these files with Resco Explorer or Total Commander:

Windows/BtCoreIF.dll
Windows/BtSdkCe30.dll
Windows/BtTrayce.exe
Windows/BtTrayce.lnk

Just rename the extension from .dll to .old or something then exit the File Explorer and Soft Reset. Then you can go back and delete the ones you renamed because when you soft reset those files will be restored to thier original state from ROM memory.
I would delete the BtTrayce.lnk in the Windows/Startup folder and copy the one that you recreated in the main Windows folder back into Windows/Startup.
Try that first then we will try some other things if necessary.
