that's fine but WP7 doesn't even off that. That's the point. If you want to pay extra to legally tether you have to get an Android device or iPhone.
WP7 also doesn't have LTE, WiMax, or HSPA+ support so I guess I can kinda see the lack of tethering, but when I tether on my HD2 I get really fast speeds on HSDPA so it would still be cool.
But there is no legal/paid/legit tethering on WP7 at all, if you want to tether buy an Evo
