If you have a stock 2.17 rom with a stock bootloader, you can run the 3.16 rom which also includes the radio. After you upgrade to the 3.16 then run the unlocker for the 2.40 bootloader. At this point you can flash any custom roms for your phone. Again all this can be done in so many ways but I think the easiest way would simply be just run the 3.16 with stock bootloader, atleast you would have revA and gps working.
