As far as I know. If you install the largest first cab then it is supposed to.
It's supposed to actually change the UI, or just make the existing UI more sensitive? I installed the cab and don't see any major changes.
Well as I understand it, it's supposed to improve touch response and scrolling in the Sense and WinMo OS in a more global way but obviously it doesn't change the UI significantly with less than 5KBs.
