Maybe that will work but it sounds like something is messed up in EPST to me since you said a hard reset didn't help. If updateing prl and profile doesn't do it then try my suggestion.
hahah .. from what i read and personally experienced , PRLs are not stored on say the internal memory .. i believe (from what ive read) that its "firmware" .. the only way you can change the prl is by reflashing or manually through the EPST .. hard resets only reverts windows related things back to normal ..

I may be wrong , but from what i read that seems to be whats up
