At some point, Hotmail and now, Live Mail, removed the ability to forward messages to domains that were not
controlled by Microsoft. So, you can forward to another Live Mail or Hotmail address, or you can forward to a custom domain that you using with a Microsoft Live service.
I have both a Hotmail and Windows Live account and can confirm that this is the case with both of these accounts, as of today. It is entirely possible that there is some type of grandfathered terms of service for older accounts or for accounts that already had their mail being forwarded to a domain external to Microsoft.
