Just go to
http://www.utstarcom.com/pcd/downloads/ The files starting with APA are for the Apache, just look at the second word to determine the carrier (BM for Bell Mobility) and then at the dates and/or version number to determine the latest. You can extract the EXE file using WinRAR or 7-zip and just copy the ExtROM nbf. Hope this helps.
