OZ Instant Messenger is an IM application included on the Sprint Touch that has not been able to be ported to the Mogul. The appealing thing of this IM app is that it uses OZ' servers to log in and keep your status, however, it does not keep an active data connection all the time.
It relies on SMS while in "dormant" mode to rely messages.

It could still make sense they paste the entire instructions, it is after all an e-mail aimed to tech support. They may do this to get techs to start familiarizing with the process if they are not already.
Would it be better for techs to have to read this from the HTC site the exact same date it is released to the public? It would suck for anyone that calls in for tech support.
Also, the 2007 date is only a copyright date. Copyright dates are sometimes forgotten to update, I believe it may also depend on the fiscal of the company... but that may be stretching.
Finally, maybe the person sending the e-mail simply forgot to change the 2007 to 2008 on their e-mail siganture... hey, it happens. I wrote a check with 2007's date the other day
