@HornDoctor - I'm not really sure you're using Windows Version 6.1 - I had a Touch Pro 2 with Version 6.1 running TouchFlo 3D that I upgraded to the latest Sense UI Manilla that also ended up upgrading my windows Mobile version to 6.5 - now the Owner info Setting doesnt have the "Options" tab, and doesnt provide an ability to show the owner's name in the Lock Screen. Very annoying indeed - on a locked phone, the owner information does no good unless it actually displays on the Lock Screen.
Oh I assure you I'm using 6.1.
Maybe you should use an alternative lock app with a passcode and owner info.
