You could try creating dummy dll's by just naming a .txt file NotificationManager.dll and overwriting the copy in \windows. That will probably just make it so nothing happens when you press on the taskbar (just guessing, but you can always delete the .txt file named NotificationManager.dll from \windows to restore teh ROM version if it causes problems).
There is a a Notificationlayout.dll
Notificationlayout.dll.0409.mui
NtificationManager.dll
Notificationmanager.dll.0409.mui
NotificationRes.dll

Should I only delete the notificationmanager.dll?

I dont know anything about these files or what they do.
