That's HTC's Notification Enhancement. It is not default, but something added by HTC. The drop down taskbar is made by Microsoft and is part of the SYS. I don't know if you can disable HTC's Notification Enhancement or not once it's cooked into a ROM (lot of registry entries and several dll's). You could try creating dummy dll's by just naming a .txt file NotificationManager.dll and overwriting the copy in \windows. That will probably just make it so nothing happens when you press on the taskbar (just guessing, but you can always delete the .txt file named NotificationManager.dll from \windows to restore teh ROM version if it causes problems).

Should I only delete the notificationmanager.dll?
I dont know anything about these files or what they do.
