commented before, but in taking another look.. it depends what your "world phone needs" really are..
GPS - uses data, Sprints 4G Data can now roam internationally in some areas, so you can still use GPS.. if the country your in Supports this.. theres even some GPS/Nav apps that dont use data at all..
Bluetooth - doesnt matter what country your in, period.. its all about the device and most devices now a day all BT capable..
Wifi - as long as other countries use the same "wifi, frequencies, etc" we use; youd be able to pick up any active wifi signal... devices dont even have to be activated to receive Wifi and use the device.. (im honestly sad to admit that i dont know if Wifi has a unified, global standard)
Calls would be the only really lacking as far as the SIM goes... all this really does in a TP2, on a Global Level, is allow you to use another Carriers prepaid SIM for cheaper rates.. you can easily buy a BS world phone for not that much and just take it with you for calls... youd be able to Vid Call though(phone dependent, FFC needed)
**so if you bought a 4G device and the country Supports Sprint International Roaming Agreement, you can at a minimum grab like an EvO or Epic right now and fill 90% of your needs** otherwise Im sure your going to be waiting awhile... **
