There's an APK, I think it's called "LiveWallpaper.apk" or some such. It was pulled from the Reference builds because they slowed the phone down to a crawl and just made for an overall horrible experience. Basically the tradeoff was - have a bunch of people complain that they suck, or have a few people complain that they're not present - plus, you can add them back in, so it's not that big of a deal
