ETA: Many different kernels later, clearing my cache along the way, and the problem remains.
A possible clue: I had the same problem with the Sprint Lover's Rom All-in-One 1/10/11 release. It was solved by the 1/26/11 patch.
ETA2: For example,
http://www.proboards.com/ takes between 50 seconds and a minute to load. Other, more complicated web pages load very quickly.
