I do think there is something with the proxy settings. However, I cannot make sense of it. I have them removed and was getting 100KB down over 3G and could not get 4G connected. Added the settings back in, rebooted. Same speed. Removed them again, rebooted and got a 4G signal and it came down at 4.5 mb. Never moved from the same spot the entire time. Strange.
