It's the R1 ROM from post #2027 and no mods from me. I did a Task29, flashed the ROM, let the provisioning run, did a soft reset, and then assigned the quick link. I've never had this happen before either.
I can touch the unassigned links and they go to the "Add Quick Link" menu just like normal. Maybe you just have a new customization option to offer now.
