I don't know anything about the HD7. It may not have hspa+, it may have it but it's disabled and needs to be enabled, or it could even have it enabled for all I know.
What I do know is, hspa+ is backwards compatible with hspa. So if a device supports hspa, it will see a speed increase in an hspa+ area.
