I tested with speed test like 6 times before and 6 times after and 6 times after rebooting.
It went from always below .5mb Down and nearly 1.0mb Up to nearly 1.0mb down and 1.0 mb up. That's with all bars. 30 miles West of Boston.
You also have to be careful that SpeedTest will vary what server it uses and that makes big difference and you can change it like you can with desktop version.

That's a good point. I do believe Speedtest.net app picks closest server though...
