Well there are two possibilities.

If the apps he are selling are downloaded with a license not to distribute without permission, which as we all know, must of the developers on here don't do that, then he would be in trouble.

Otherwise, he is not violating anything. He is not claiming it to be his, and he is more likely selling the service of combining the apps together and producing a CD.

But, if the developers contact him and ask him to stop selling the apps and he continues, then they could contact ebay and let them know he is in violation.
