1. Calm down.
2. Buy some punctuation.
3. Read about flashing ROM upgrades before you start; the several sticky threads, plus the responses to the dozens of other posts just like yours, will answer your questions.

Since you appear to be a little agitated right now, I will condense some of it for you:

The three components are saved in discrete portions of the device's memory. Installing or flashing one does not overwrite the others. All three must be compatible for the phone to operate properly. If you stop the upgrade process recommended by the ROM compiler prior to completion, your phone may not operate properly. If you flash the "leaked" 3.16 ROM package, it contains all three components.

The only combinations that work properly are:

A.
1. 2.xx level official ROM or custom ROM based on official 2.xx ROM
2. 1.xx level radio
3. 1.xx level locker/unlocker/bootloader

B.
1. 3.xx level official ROM or custom ROM based on official 3.xx ROM
2. 3.xx radio
3. 2.xx level locker/unlocker/bootloader

No other combination will work properly. Custom ROMs can be numbered however the ROM compiler decides to number them, and are often inconsistent with the official numbering schemes, so you have to research the ROM to determine what level official ROM it is based upon.
If you flashed a custom ROM based on 3.16, for example, and did not install both the 2.40 unlocker and the 3.27 radio, you could experience the symptom you described. Installing or flashing the proper component(s) should fix your problem.
