Yes, this has always been the case. New customers get the same price you see advertised as a customer would when upgrading.

The one you're waiting to use, you will not lose it. Once you use the credits you currently have, there will be no more moving forward. You will still get the same price on phones you see advertised, just no additional in store credits.
