Correct..
Tether = USB
The definitionn of tether: "noun. a rope, cord, etc. fastened to something to ..."

But now tethering has morphed by some into wifi as well, "wifi tether" or simply tether & they mean wifi sharing..
99% of the people that use the built in wifi router (HTC's), do so without issue "stealth". Use the search for a zillion threads on this topic, specifically the ones where people were charged & found out if you're concerned.
