If you're using the Sprint version, you're getting an error because the files in that cab are already in the ROM. The provisioning and prl update are also in the ROM already and all those files are part of the Read Only area. The reception thing, I'm not really sure about. I don't think a ROM would be able to affect reception, but I'm no pro. Why don't you change the signal bars to the 7-signal icon? Maybe it'll help you compare the difference better.
