Cell phone GPS antennas are not meant to be that accurate...if its below 30m thats whats considered "acceptable" (boils down to how many satilites your locked on to)
And yes 1m constant accuracy for a cellphone is definitely too much to expect...even from stand alone GPS devices..
That said, 10m shouldn't really be showing your neighbors house unless your literally hugging the wall lol
