They used to be, but more often than not anymore they are different.

The MSID is used to define the local calling area for the phone, down to neighborhood level. The phone number may be out of a different area within the same local exchange but not local neighborhood. Sprint only has certain prefixes so they use others to define the local area. Or if one local area is out of sprint nums then a nearby area num will be used and given a local MSID. MSID's can be repeated without the end user knowing any wiser, MDN's cannot for obvious reasons.
